Plan Conformance Grants
TDR Feasibility Grants
Overview: Initial Assessment Grants provide funding to support costs associated with local efforts to conform to the Highlands Regional Master Plan (i.e. engagement of professionals to assess the requirements and benefits of Plan Conformance). Receipt of an Initial Assessment Grant does not obligate municipalities or counties to conform to the RMP with respect to lands in the Planning Area.
Eligibility: Municipalities and counties in the Highlands Region, as defined by the Highlands Act (Planning or Preservation Area).
Overview: Plan Conformance Grants provide funding to support costs associated with Plan Conformance activities (i.e. engagement of professionals and staff in the development of required Plan Conformance components). This grant program will focus initially on supporting the development of petitions for Plan Conformance using the requirements for Plan Conformance.
Eligibility: Municipalities in the Highlands Region, as defined by the Highlands Act (Planning or Preservation Area), that have submitted a duly-adopted Notice of Intent to petition Highlands Council in accordance with the Council’s Plan Conformance Guidelines.
Overview: TDR Feasibility Grants provide financial and technical support to municipalities interested in exploring the possibility of designating a TDR receiving zone in their community. Participation in this grant program requires a commitment by a municipality to fully evaluate the feasibility and desirability of designating a receiving zone, but does not obligate a municipality to establish such a zone.
Eligibility: Any municipality in any of the seven Highlands counties (Bergen, Hunterdon, Morris, Passaic, Somerset, Sussex and Warren), including those outside the Highland Region, but within one of the seven counties. Please Note: Municipalities outside the Region must receive a certificate of eligibility for plan endorsement from the State Planning Commission to participate in the Highlands TDR Program.

Overview: Agriculture Grants provide funding to support sustainable agriculture within the frame work of protecting the Highlands Region’s valuable and limited water supply. This funding stream is focused on three program areas: 1) integrated crop management, 2) Market Development/Niche Crops, and 3) County Agriculture Development Board (CADB) Capacity Building/Land Preservation.
Eligibility: Municipalities in the Highlands Region, as defined by the Highlands Act (Planning or Preservation Area).
