The Fiscal Impact Assessment (FIA) evaluates the ways in which the Highlands Act and the Regional Master Plan may have influenced the economy and the fiscal resources of Highlands Region municipalities. It provides an analysis of a wide range of economic and fiscal data for the Highlands Region and for comparison regions in New Jersey, New York, and Pennsylvania. 

The FIA was completed by PlaceWorks and is accompanied by a Highlands Regional Factbook that was prepared by Regional Plan Association. A Peer Review of the  FIA was conducted by Edward J. Bloustein School of Planning and Public Policy at Rutgers University.

Overview presentations of the three sections of the FIA as well as a final summary presentation, were provided to the Highlands Council as this report was being developed.
