Recognizing the tremendous responsibility and importance of developing a Regional Master Plan for the Highlands Region, the Highlands Council undertook the task with careful and extensive research, including outreach to many individuals and groups with appropriate expertise.  As part of this effort, and as authorized by the Highlands Act, the Highlands Council formed 18 Technical Advisory Committee (TAC) work groups, comprised of content experts and stakeholders.  These TACs served to provide continuing input on the complex technical issues and approaches that would inform the development of the Regional Master Plan.

The original TAC meetings were held in July 2005.  At these early meetings, the TACs identified the critical issues that should be addressed in upcoming Technical Reports that would ultimately support the development of the Regional Master Plan.  As a culmination of their work, each of the 18 TACs came together in March 2006 at a two-day charrette to investigate approaches and strategies aimed at incorporating their findings and recommendations into the draft of the Regional Master Plan.

  4. Ecosystem Management

    This Technical Advisory Committee helped develop and review a method to identify and classify the natural resources within the Highlands Region and reported on the relationship between these resources that include, but are not limited to floral and faunal species, communities and habitats, existing scenic attributes and critical treasures of the Highlands.

  6. Education

    This TAC focused on:  how to educate public officials about the Highlands Act, how to inform the public about applying the Act to their own land, be it through the TDR program, farmland preservation, and other conservation options, and recommending an education program for teachers and school children across the Region focusing on the importance of natural resource preservation, protecting land in their own back yards, and how they can protect New Jersey’s Highlands for future generations.

  13. Sustainable Agriculture

    The Sustainable Agriculture Technical Advisory Committee discussed the future of farming as an industry in the Highlands region, including the economic value of the agriculture industry in the region, viability of farming as a sustainable means of making a living, stewardship of prime agricultural resources, the potential for conflicts with surrounding land uses, emerging environmental management concerns related to farming, and preservation of landowner equity for farmers.  The Committee also reviewed the farmland preservation program to make recommendations on how the program can sustain agriculture in the Highlands region.
