Abstract:
A Significant Natural Area represents a site or area, typically with unusual or exemplary floristic qualities, that constitutes an outstanding example of that particular resource type (such as bog, forest or geological feature). They typically will possess exceptional ability to illustrate the natural or cultural heritage of the Highlands Region. They offer excellent opportunities for education or scientific research because they retain a high degree of ecological integrity as well as a relatively unspoiled example of a natural community type.
A Significant Natural Area may include publicly held lands whose long term stewardship needs to be carefully tailored to ensure that their values are maintained and preserved, or other lands whose value may be compromised through inappropriate or incompatible land use practices and whose acquisition and management should be prioritized.
To assist in the identification of those areas deemed ecologically significant, the Highlands Council employed the use of the New Jersey Natural Heritage Program’s (NHP) Priority Sites data. Using their Natural Heritage Database, the NHP developed the Natural Heritage Priority Sites for Rare Plants and Ecological Communities of the Highlands. The NHP has identified 95 significant natural areas using data collected over the more than 20 year history of the program. This dataset represents some of the best remaining habitat for rare plant species and exemplary ecological communities within the Highlands region. The destruction or degradation of these sites may result in the loss of unique components of our natural heritage.
Using the NHP data the NJ Highlands Council further refined the data by excluding developed land-uses from the Priority Sites used in the Highlands's Significant Natural Area analysis.
Purpose:
This dataset serves to assist in identifying those natural areas deemed as ecologically significant for use in support of the Highlands Regional Master Plan. Significant natural areas of the Highlands include unique or exceptional examples of natural communities that possess significant biodiversity value whose regional significance are in need of protection. It is the charge of the Highlands Council to identify these ecologically vital areas and their specific significance in order to form a basis for protection across the region.
The New Jersey Natural Heritage Program (NHP) provided the Highlands with a primary list of significant natural sites within the region. Their analyses were based upon historical records of rare species of plants, including endangered species and evaluated using established methods for significance. This data product serves as the basis for a comprehensive assessment and management plan of the naturally significant areas within the Highlands and to inform the development of the Land-Use Capability Map of the Regional Master Plan.

For all data contained herein, the Highlands Council makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. The Highlands Council assumes no responsibility to maintain digital data layers in any manner or form.
II. Terms of Agreement
1. Digital data received from the Highlands Council are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, or as documented in any accompanying Data Dictionary and Readme files. Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the Highlands Council may not be reproduced or redistributed for use by anyone without first obtaining written authorization from the Highlands Council. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize Highlands Council digital data will credit the Highlands Council's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Highlands Water Protection and Planning Council's Geographic Information System digital data, but this secondary product has not been verified by the Highlands Council and is not state-authorized."
5. Users shall require any contractor, hired to undertake work that will utilize digital data obtained from the Highlands Council, to agree not to use, reproduce, or redistribute Highlands Council GIS data for any purpose other than the specified contractual work. All copies of Highlands Council GIS data utilized by an contractor will be required to be returned to the original user at the close of such contractual work.
